The index of repression or persecution for homosexuality measures the degree in which people who emit opinions against homosexuality are repressed, persecuted, punished by the groups in favor of homosexuals or the institutions of the State. The indirect approach that we are going to propose to measure the transition of a country towards homosexuality, is not strictly speaking indicator of the stage where a country is in its transition towards homosexuality, but rather display of force or effort or diligence with which society is directed or heading towards transition. In keeping with the above, we propose as second fourth criterion to measure the progress of countries toward homosexuality the proportion of people who are repressed, persecuted or punished for express his opinion against homosexuality. Repression can be through rejection or application of laws, ordinances or regulations that have been established in the country, so they have had to apologize or retract or continuing to hold his opinion.
